He's obviously run into this guy before. He might want to settle the score personally, or he's worried that anyone else getting involved will only make the situation worse, or that Genkaku wouldn't be phased by a bunch of white hats running in. Or any combination thereof.

Or, possibly, he just didn't have time to react sensibly. That wasn't a very long interval between his last public transmission and the confrontation.
